Reassembling the Social: An Introduction to Actor-Network-Theory (Clarendon Lectures in Management Studies Series)

Reassembling the Social is a fundamental challenge from one of the world's leading social theorists to how we understand society and the 'social'. Bruno Latour's contention is that the word 'social' as used by Social Scientists has become laden with assumptions to the point where it has become a misnomer. When the adjective is applied to a phenomenon, it is used to indicate a stabilized state of affairs, a bundle of ties that in due course may be used to account for another phenomenon. Latour also finds the word used as if it described a type of material, in a comparable way to an adjective such as 'wooden' or 'steely'. Rather than simply indicating what is already assembled together, it is now used in a way that makes assumptions about the nature of what is assembled. It has become a word that designates two distinct things: a process of assembling: and a type of material, distinct from others. Latour shows why 'the social' cannot be thought of as a kind of material or domain, and disputes attempts to provide a 'social explanation' of other states of affairs. While these attempts have been productive (and probably necessary) in the past, the very success of the social sciences mean that they are largely no longer so. At the present stage it is no longer possible to inspect the precise constituents entering the social domain. Latour returns to the original meaning of 'the social' to redefine the notion and allow it to trace connections again. It will then be possible to resume the traditional goal of the social sciences, but using more refined tools. Drawing on his extensive work examining the 'assemblages' of nature, Latour finds it necessary to scrutinize thoroughlythe exact content of what is assembled under the umbrella of Society. This approach, a 'sociology of associations' has become known as Actor-Network-Theory, and this book is an essential introduction both for those seeking to understand Actor-Network-Theory, or the ideas of one of its most influential proponents.

Dancing Around the Problem

If you're like me, you had to wade through at least one dry, and apparently irrelevant, software engineering text at college. Well, guess what? You'll probably have to do it again a couple of years from now. If you do, you might want to check out the books reviewed below.

Every software developer I know believes that the Year 2000 bug is going to cause some degree of chaos. The debate tends to focus on how much, but I'm more interested in what will happen to our profession afterward. With millions of voters screaming about missing social security checks and driver's licenses that can't be renewed, politicians will want quick, tidy solutions.

I therefore predict that within a year or two there will be new laws in most jurisdictions requiring programmers to demonstrate that they meet certain professional standards in order to bid on large government contracts. And where will those standards come from? My best guess is that the top practices of the time, or at least practices with large advocacy groups, will be adopted wholesale. It really won't matter whether UML (for example) is the "right" notation for object-oriented design. It will be in the right place, at the right time, and we will all have to choose between using it, or letting big (and profitable) contracts pass us by.

All of which brings me to the first of this review's two books. Kim Caputo started on the Burroughs side of Unisys, which typically used many small teams to develop software. There was little process, and teams succeeded or failed based almost entirely on the strengths or weaknesses of their members. In contrast, the Sperry side of Unisys had lots of process documentation, but as the merged company's business changed, that documentation was becoming shelfware.

Walker Royce's Software Project Management, on the other hand, is a more traditional, but also somewhat iconoclastic, book. The introduction to Part I is a good indicator of Royce's approach:

"In the past 10 years, I have participated in the software process improvement efforts of several Fortune 500 companies. Typical goals of these efforts are to achieve a 2X, 3X, or 10X increase in productivity, qualtiy, time to market, or…all three…The funny thing is that many of these organizations have no idea what X is, in objective terms."

Royce's thesis is that many current software management practices are tied to archaic technologies and techniques. His book therefore focuses on what we should keep doing, what we should change, and why. For example, Chapter 4 is a point-by-point discussion of the points raised in Alan Davis's influential article "Fifteen Principles of Software Engineering." Royce argues that some of Davis's principles, such as evaluating design alternatives before starting construction, are anchored in the discredited waterfall model, and may actually be counter-productive in a world where iterative development is done using commodity components.

Similarly, Royce is sceptical about the benefits of code inspections, believing both that modern tools allow automated testing through the project lifecycle, and that code inspections are usually so boring that they are inevitably superficial. Perhaps his most challenging statement is that you shouldn't plan to throw this process away. Instead, you should plan to evolve your product.

Unfortunately, some of the middle chapters are bogged down with descriptions of management sets, requirements sets, and so on. These chapters discuss how the various bits and pieces of managementaria relate to one another, without actually describing what they are. For someone like me, who has never worked on a 100-person, multiyear project, it's all a bit opaque.

Despite that, I think Royce's book is worth reading, primarily because it challenges received wisdom. I came away feeling that he had tried many things, and had thought long and hard about why some approaches worked and some didn't. I believe we're all going to have to do that in about a year's time, and I recommend this book to anyone who wants to get an early start.

Investment Banking: Institutions, Politics, and Law provides an economic rationale for the dominant role of investment banks in the capital markets, and uses it to explain both the historical evolution of the investment banking industry and also recent changes to its organization. Although investment decisions rely upon price-relevant information, it is impossible to establish property rights over it and hence it is very hard to coordinate its exchange. The authors argue that investment banks help to resolve this problem by managing "information marketplaces," within which extra-legal institutions support the production and dissemination of information that is important to investors. Reputations and relationships are more important in fulfilling this role than financial capital.
The authors substantiate their theory with reference to the industry's evolution during the last three centuries. They show how investment banking networks were formed, and identify the informal contracts that they supported. This historical development points to tensions between the relational contracting of investment banks and the regulatory impulses of the State, thus providing some explanation for the periodic large-scale State intervention in the operation of capital markets. Their theory also provides a technological explanation for the massive restructuring of the capital markets in recent decades, which the authors argue can be used to think about the likely future direction of the investment banking industry.

Crisis in Bethlehem: Big Steel's Battle to Survive

Author: John Strohmeyer

Pulitzer Prize winner John Strohmeyer’s account of the collapse of Bethlehem Steel. As editor of the Bethlehem, Pennsylvania, Globe-Times from 1956 to 1984, Strohmeyer followed the steel industry from the height of its power through its decline. He evaluates the self-indulgence of both the unions and industry management and movingly describes the human agony caused by the failure of steel. His account is reinforced by over one hundred interviews with steelworkers, union leaders, steel executives, and industry analysts. First issued in 1986, the book is more significant than ever. In this edition, Strohmeyer includes an update on steel today.

Pulitzer Prize winner Strohmeyer was editor of the newspaper in Bethlehem, Pennsylvania, for 28 years, a period of decline for American steel. In his analysis, when new technology and competitors came on the scene, a complacent steel industry and its unions ignored ominous signs. The industry failed to adopt new technology on time, allowed management ranks and perquisites to grow too fat. Unions won rigid work rules as well as high pay. He witnessed cost-cutting measures that came too late, and the suffering of managers, workers, and communities due to layoffs and plant shutdowns. The book is thoughtful, fair, and highly readable, though not definitive. His documentation of the self-indulgence common a decade ago at top levels of big industry is fascinating, but his case against union ``rigidity'' is less documented. Humbuggery and Manipulation: The Art of Leadership

Must all leaders have dirty hands? Must they all defy the moral and intellectual conventions of their own societies? Building on his earlier books, F. G. Bailey tackles these questions as he takes a hard look at political leadership and concludes that it is a difficult art which inevitably involves chicanery. "My intentions are modest," he writes: "to demonstrate that there is a dark side to leadership; to show that it is found everywhere and at all times; to encourage people to open the closet, whenever they get a chance, and find out what is really hidden in there; and, finally, perhaps even to urge compassion for those intrepid and (sad to say) indispensable people who allow their souls to be corrupted by the exercise of power." For well over a century, the United Fruit Company (UFCO) has been the most vilified multinational corporation operating in Latin America. Criticism of the UFCO has been widespread, ranging from politicians to consumer activists, and from labor leaders to historians, all portraying it as an overwhelmingly powerful corporation that shaped and often exploited its host countries. In this first history of the UFCO in Colombia, Marcelo Bucheli argues that the UFCO's image as an all-powerful force in determining national politics needs to be reconsidered. Using a previously unexplored source—the internal archives of Colombia's UFCO operation—Bucheli reveals that before 1930, the UFCO worked alongside a business-friendly government that granted it generous concessions and repressed labor unionism. After 1930, however, the country experienced dramatic transformations including growing nationalism, a stronger labor movement, and increasing demands by local elites for higher stakes in the banana export business.

In response to these circumstances, the company abandoned production, selling its plantations (and labor conflicts) to local growers, while transforming itself into a marketing company. The shift was endorsed by the company's shareholders and financial analysts, who preferred lower profits with lower risks, and came at a time in which the demand for bananas was decreasing in America. Importantly, Bucheli shows that the effect of foreign direct investment was not unidirectional. Instead, the agency of local actors affected corporate strategy, just as the UFCO also transformed local politics and society.

References, for the most part, are not offered in context, but there is a sparse annotated bibliography in the back of the book. Many of these books are dated "classics." Each chapter presents clear objectives and adds two exercises for practicing skills. The exercises can be helpful in a classroom setting. This text is comprehensive in the number of topics related to healthcare supervision that are covered. However, some topics are addressed superficially, such as budgeting for personnel costs. The contextual emphasis is timely and a sufficient reason to justify this new addition. Overall, this text needs to be evaluatedin relation to competing offerings. I would prefer more in-depth coverage of these important topics.
